Specialized transit

Specialized transit is a complementary public transit service that facilitates the transportation of the mobility impaired or those with a cognitive disability so that they can participate fully in the development of their community.

Since late 2005, the Québec government has been requiring each Québec municipality to offer specialized transit to its population, and it is now available in almost every area of Québec. Users who have been accepted into the municipality's or Regional County Municipality's (RCM) specialized transit program can now travel and have access to services to meet their needs.  However, specialized transit organizations have a reservation policy. We recommend contacting them at least 48 hours before your departure to make sure the service is available to you.

In June 2006, with a view to increasing the number of vehicles and meeting the constantly growing demand for this service, the ministère des Transports du Québec unveiled the Québec Public Transit Policy. The goal of a section of this policy, the grant program for adapting taxis and intercity coaches for wheelchair users, is to meet this demand. The ministère plans to spend $3 million annually on this project.

It is for people who have physical and/or cognitive disabilities that prevent them from using regular transit.

You must contact your municipality's transit service to obtain the application form, which will tell you what information you'll need to provide.

How can I find specialized transit in Québec?

Espacebus.ca offers two options to make it easier.

  • The first is to check the Travelling by Bus section. Then select the Planning Your Trip section, and click on The Network. Then simply select your region to get the information you need.
  • The second option is to contact your municipality or your Regional County Municipality (RCM). It will give you the contact information for the organization the offers the service in your area.

What are the conditions for using specialized transit in my area?

Organizations offering specialized transit on their territory have their own operating rules, especially in terms of advance booking and fares. The best way to find out is to contact them before planning your trip.

Simply go to The Network section and select the specialized transit organization that serves your municipality to get their contact information, as well as information about their reservation policies. To guarantee your reservation, you must contact the organization directly.

Where can I find information about the services available for people with disabilities?

The Office des personnes handicapées du Québec (OPHQ) is an organization that works to ensure the quality of life and social integration of people with disabilities. It oversees ongoing efforts to improve opportunities and services for people with disabilities. It also coordinates actions to deliver services to the disabled and their families.

Kéroul is an organization whose mission is to make tourism and culture accessible to the mobility impaired. It also works together with governments and businesses to increase accessibility. Kéroul has put together a tourism directory called Le Québec accessible, which assesses some 1,000 establishments and points of interest in Québec based on Kéroul's accessibility criteria.

Specialized transit organizations can also help. Most of them are members of two associations: Alliance des Services de Transport Adapté du Québec (ASTAQ) -  and Regroupement des Organismes de Transport Adapté du Québec (ROTAQ).

Is there an organization representing specialized transit users?

Yes, the Alliance des Regroupements des Usagers du Transport Adapté du Québec (ARUTAQ). Its mission is to support user groups, promote the development and improvement of specialized transit services and maintain links between the various stakeholders in the field. It also makes sure that peoples' rights to adequate and safe services are respected.
